OSOP documentation

The Objective Seasonal Outlook Package (OSOP) is a toolkit designed to
support objective seasonal forecasting. It contains a collection of Python
and shell scripts that can be edited and tailored to the user\'s
needs. The code can be found in the OSOP GitHub repository in the
Objective Seasonal Forecasting (OFS) Tools GitHub. The product is open
source and intended for co-production as such it is encouraged for users
that feel they have contributed to an extension of its capabilities to
engage with GitHub's pull request systems and pass the improvements back
into the programme.
 
The documentation includes a user guide and API reference.
